Notary Services for International Adoption Paperwork

One of the things I enjoy most about being a notary is the variety. As an international adoption notary, I have had the privilege of helping families with detailed adoption paperwork and document notarizations for countries around the world.

One specialized service I provide is notarizing documents for families completing international adoption paperwork.

Over the years, I have had the privilege of helping couples with adoption documents for countries such as Ethiopia, Haiti, South Korea, and India. Each country’s requirements can be different, but the process is often detailed and document-heavy. Families may need multiple notarizations for items such as employment verification, medical letters, financial statements, background check documents, affidavits, and other supporting paperwork.

International Adoption Has Changed

International adoption has changed significantly over the years.

The number of intercountry adoptions to the United States has declined substantially from earlier decades, and the process has become increasingly specialized as countries change their adoption programs, Hague Convention requirements evolve, and regulations affecting adoption service providers are updated.

Even though fewer families are completing international adoptions today, the families who do pursue them still face a highly detailed process involving U.S. requirements, the laws of the child’s country of origin, adoption agencies, immigration requirements, and often extensive documentation.

That makes careful document preparation and notarization just as important as ever.

Notarizing International Adoption Documents

International adoption paperwork is often part of a larger adoption dossier, and accuracy matters.

Depending on the country and adoption agency, a family may need documents such as:

• Employment verification letters
• Medical or health statements
• Financial documents
• Background check documents
• Reference letters or affidavits
• Powers of attorney
• Home study-related documents
• Copies of identification or other supporting records

Not every adoption requires the same documents, and families should always follow the instructions provided by their adoption agency, attorney, or other authorized adoption professional.

A missed signature, incomplete notarial certificate, or improperly notarized document can create unnecessary delays in an already lengthy process.

Apostilles and Authentications for Adoption Documents

Once certain documents are notarized, they may also need to be apostilled or authenticated before they can be used in another country.

Whether an apostille or another form of authentication is required depends on the destination country and whether that country participates in the Hague Apostille Convention, as well as the specific requirements for the adoption.

This is another reason it is important to follow the instructions provided for your particular adoption case rather than assuming every international adoption follows the same process.

Hague and Non-Hague Adoptions

The U.S. Department of State provides information about intercountry adoption, including the differences between adoptions involving countries that participate in the Hague Adoption Convention and countries that do not.
